Woodhouse sees clamp down on antisocial drinking

Woodhouse and Hanover Squares and Little London have long been a source of concern to local residents and West Yorkshire Police alike, due to high levels of street drinking and associated antisocial behaviour. This could, however, soon be a thing of the past, thanks to plans to implement Designated Public Places Orders (DPPOs) in these areas.

DPPOs are used by local authorities to deal with the problems of antisocial alcohol consumption in public places. Once a DPPO is in place, the police can use their confiscation powers to enforce the restriction.

If the orders are approved, compulsory signs would be displayed in licensed premises and prominent positions around the affected areas warning the public that they are in a designated alcohol-free zone and detailing the conditions. Anyone breaching these conditions could be told by a police officer, PCSO (Police Community Support Officer) or other authorised person to stop drinking or hand over their drink. Those who do not comply risk having their alcohol confiscated, and could face a £50 fixed penalty notice or £500 fine if taken to court.

Alcohol-free zones have already been successfully established in Headingley, Horsforth and Guiseley.

After some two years of extensive discussion, the plans for formal consultation go out starting June 2nd, ending on June 30th. If approved, the DPPO zones could be established as soon as August.

Local councillor, Penny Ewens (Lib Dem, Hyde Park and Woodhouse), gives her complete backing to the proposals:

"For far too long, local residents, and in particular the elderly and families with young children, have been fearful of accessing these areas. The DPPOs promise to have a very positive impact; reducing intimidation, anti-social behaviour and the fear of crime, and improving the overall character of the area. I am very pleased that this looks as if it could be established in time for summer, so that local people can once again feel safe to take advantage of our outdoor spaces".
