Councillor Sandy Lay (Lib Dem, Otley & Yeadon) is urging local residents to keep the pavements clear as the Council launches a campaign to stop people leaving their wheeled bins out and their parked cars from blocking pavements.
The campaign aims to highlight the problems caused by such obstructions and make the streets safer for everybody. Blocked pavements can create problems for various reasons and make the passage difficult for disabled, blind and partially sighted people, people with mobility problems and families with prams.
A pilot is to be run in Beeston initially, with the aim of rolling the scheme out across the city.
Councillor Sandy Lay said:
"The majority of complaints that come from residents are with regards to vehicles parked up on the kerb and blocking pavements. Police have the power to fine people for parking their cars if they are causing an obstruction. The Council is also bringing in plans to issue fixed penalty notices to anyone who persistently ignores warning notices after leaving their wheeled bins out."
""Although the campaign is being piloted in south Leeds, this remains a good time to remind residents of Otley & Yeadon of the impact that parked cars, wheeled bins and kerbside signage has on our vulnerable residents."
