A local Liberal Democrat councillor has welcomed the news that yesterday Leeds City Council Licensing Committee announced Woodhouse Moor and the surrounding area are going to be covered by a DPPO.
A Designated Public Places Order (DPPO) is designed to make it a criminal offence to consume alcohol after being requested to stop by a police constable or police community support officer.
The legislation does not ban the consumption of alcohol, meaning people can still enjoy a drink in licensed premises, authorised street cafes and at authorised public entertainment events.
The order has been brought into place in an attempt to limit occurrences of anti-social behaviour. It will also deal with the possible displacement of drinkers congregating on the moor due to its proximity with St Georges Crypt, which has moved to the old St Michaels School while the Crypt refurbishment is completed.
Speaking of the DPPO, Councillor Penny Ewens (Hyde Park and Woodhouse) said:
"I am glad we have now resolved the issue of the DPPO and congratulate the Licensing Committee on their decision. I believe the order will help the police deal with instances of anti-social behaviour. Hopefully now we have these measures in place we can see the park enjoyed by all. The moor was once known as the 'lungs of the city' and I know all of us would like to ensure it remains a fun, pleasant place to visit."
Councillor David Hollingsworth (Burmantofts and Richmond Hill) who sits on the Licensing Committee said:
"The Licensing Committee agreed with the findings of the police and took local ward councillors opinions into consideration. We think that a DPPO will benefit all the community. The order will remain under consideration and the Licensing Committee are going to review the decision in twelve months."
