Eleven storey student tower block refused

Plans for an 11 storey student development on Cavendish Street, Burley (former RSPCA site) have been rejected by a government inspector.

The decision was made after developers appealed against an original refusal by council planners.

Headingley councillor Martin Hamilton explained why he has welcomed the news.

Councillor Martin Hamilton (Lib Dem member of the City Centre Plans Panel) said, "The area between Burley Road and Kirkstall Road has until now been able to develop without adequate oversight. The government inspector acknowledges this in his report and this strengthens the council's hands in ensuring a more comprehensive planning approach to this area of Leeds."

"With this verdict comes a vindication of the council's original decision to refuse the application. The main bone of contention was the design and visual impact of the proposed build as well as it being in conflict with both local and national planning guidance."
