Liberal Democrat Councillor Richard Brett (Burmantofts & Richmond Hill) and Leader of the Council Mark Harris (Lib Dem, Moortown) welcome the Government's plans to outlaw smoking in most public enclosed spaces.
Cllr Richard Brett said "These plans are a giant step forward, which will probably stop at least 50 Leeds people a year being killed ahead of their time by passive smoking. It is a pity the government didn't have the courage to press for a complete ban. Health experts have for some time made it clear that passive smoking is a serious health risk."
Cllr Brett explained "This is no longer an issue of freedom of choice. Passive smoking is now such a serious health risk that we can't allow anyone to work in a smoke filled environment. It is similar to the position with asbestos 30 years ago. The major pub chains need to realise that in future they may be held legally culpable if they allow bar staff to work in smoke filled surroundings".
Cllr Harris added "There is clear evidence linking passive smoking to cancer and other smoking related diseases. Having survived cancer myself, I'm very much in favour of a smoking ban. Nobody should be subjected to such health risks because of the actions of others."
The Council's Health Scrutiny Board is carrying out an investigation into passive smoking in Leeds and is expected to report early in 2005.
